Senior Advisor Seong-Kwon Yuk is an expert in fair trade who contributed significantly to establishing a fair market economy and protecting consumer rights during his 30-year tenure at the Korea Fair Trade Commission (KFTC). Currently serving as a Senior Advisor at Ji-eum Law Firm, he leverages his extensive experience and exceptional expertise to provide a wide range of services, including legal consulting, litigation support, and policy analysis in the field of fair trade.
Senior Advisor Yuk graduated from Seoul National University with a degree in Law and began his public service career after passing the 39th Administrative Examination in 1995. During his time at the KFTC, he pursued academic studies, earning a Master’s in Public Policy (MPP) from the KDI School of Public Policy and Management, a Master of Laws (LLM) from the University of Wisconsin, and completing a doctoral program in Economic Law at Hanyang University Law School.
During his tenure at the KFTC, Senior Advisor Yuk held key positions and achieved remarkable results with his outstanding leadership. As the Director of Litigation, he oversaw administrative lawsuits challenging KFTC sanctions and led the Commission to victories in major cases involving Intel and Qualcomm's abuse of market dominance and LPG price-fixing collusion. As the Director General of the Corporate Transaction Bureau, he imposed strict sanctions on large corporations for violations of subcontracting laws, including Daewoo Shipbuilding & Marine Engineering's unfair subcontract payment practices, Hyundai Heavy Industries’ misappropriation of technical data, and Hanon Systems’ unfair reductions in subcontract payments.
While serving as the Director General of the Business Group Bureau, he addressed critical cases involving large corporate groups, including the unfair support of Samsung Welstory by Samsung Group, unfair support and tunneling within Harim Group, and SK Group’s provision of business opportunities to related parties (the SK Siltron case). These actions curbed the abuse of control by minority dominant shareholders. As the Director General of the Market Monitoring Bureau, he sanctioned the top three telecom operators for false and exaggerated advertising regarding 5G service speeds, mitigating consumer harm by addressing the exploitation of information asymmetry in the telecommunications market.
In July 2023, Senior Advisor Yuk was promoted to Secretary General, where he led efforts to enact the "Platform Fair Competition Promotion Act," addressing critical issues in the digital economy era. In June 2024, he transitioned to the role of Investigation Management Director, overseeing case handling across KFTC headquarters and regional offices.
